I'm chatting with the Blender Siggraph crew about this, and am recognizing the formalities we should iron out. I'll be promoting WBMD at the Blender Birds of a Feather at Siggraph, and want to have some polished documentation on what we're aiming at. Here is a quick pass, what do you guys think? (Also, anyone else going to Siggraph next week?)

World Blender Meetup Day
Elevator pitch: All the Blender user groups the world over will coordinate for a one-day virtual conference. Groups will attempt to stream & record their sessions to be archived online at a WBMD homepage, leaving a lasting legacy the entire Blender community can use. Day-of, we will be united virtually with IRC and (technology gods willing) online streams.
Where: Everywhere!
When: August 23rd.
To do (individual groups)
Coordinate who's going to be speaking at your user groups.
Coordinate topics with other groups to try and keep it varied. Normally I take what I can get from volunteers at Seabug, but we don't want to end up with 10 different UV unwrapping demos.
Make sure your venues, computers, and recording equipment are all sorted out.
We've got 20+ BUGs. If each BUG pulls off 2 hours of recorded content...holy crap! That could be 2 days worth of good content. A veritable Blender goldmine, and a verifiable marker that WBMD was a success.
To do (us leadery types)
Let's make a website! No need to get too fancy, all we really need is the WBMD logo Stirling mentioned, some text, links to help people find nearby groups, then images and video links. I smell templates and lots of web copy-pasta. Anyone got favorite web templates?
Trial run of streaming stuff.

Hi all. I am Jevelyan, one of the administrators for the Portland, USA group, BlenderPDX.
BlenderPDX's core members have plenty of artistic talent and motivation. But we lack any self-proclaimed Blender-CG masters. So, forgive us if we don't come up with a Blender presentation for WBMD.
One thing I really hope to gain from from this first WBMD is simply to get acquainted with other BUG meeting coordinators for the purpose of networking. With such an on-going network, I hope we could share meeting ideas, files, materials and content, among many other great possibilities.
As stated, Stirling has asked me to coordinate video conferencing to supercharge our WBMD planning efforts. After much thought and puzzling, I hope the following is correct and doable for as many of us as possible:
Two video conferences (V-Con 1 & 2) double everyone's chances to join in at least once, and double discussion time.

Double-check your times against Portland's US Pacific Standard Time; I could have easily miscalculated.

HOW TO "HANGOUT":
- Download and install Google Hangouts software (takes less than 1 minute) from https://www.google.com/tools/dlpage/hangoutplugin.
- Click on the Hangouts icon in your “Show hidden icons” tray in your Windows desktop tool bar (it's a little green comment bubble)
- Click on the “+ New Hangout” at the top of the Hangouts list box and type in BlenderPDX@gmail.com
NOTES:
Google Hangouts has a text chat for those who don't have a mic or camera for their computer.
Also, if you don't isolate your mic from your speakers, you may send feedback into the hangout.
If you have a Google gmail account, you should see Hangout controls when you're logged into it.
I will record these. I've successfully recorded a G+Hangout one other time. But it definitely won't hurt if others also record them.
We can schedule more of these preparatory V-Cons for still more chances and discussion time. ???
